Superheroes and their powers comes from all sources - the Joestar family was descended from ancient humans who harnessed the power of the sun to drive away the predecessors of vampires, though unlike other families, the Joestars had lost their knowledge of their origins and with it, their powers -

until sixty years ago - Joseph's grandfather Jonathan was tormented by an evil man who became a vampire out of lust for power, becoming one of the first known super-villains. Jonathan had his power reawakened and became known as 'The Gentleman', one of England's first heroes. Tragically, The Gentleman died in a final confrontation with his vampiric rival, leaving a pregnant wife. Later tragedies befell the family, and Joseph's grandmother decided to keep Jonathan's legacy and powers a secret from him so he doesn't get embroiled in the cycle of violence and revenge.

Unfortunately for her, Joseph inherited the 'Hamon' powers, and despite never receiving any formal training, he took to learning how to manipulate it, getting into a heap of trouble with it, quickly getting into trouble with the law due to picking fights with gangs, and his grandmother decided to move the family to Pinnacle City to start over and given the city's reputation, she hope it would somehow reign in her grandson's tendency to cause trouble.

Tl;Dr: An explanation of Joseph's powers and battle tactics

Hamon/Ripple: It's the art of channeling the Sun's energy in a person's body through calm breathing techniques - this has devastating effects on vampires and other creatures who are weak to the Sun's energy and light - and still pretty dangerous to ordinary creatures. It results in enhancing the physical capabilities of the user, being able to sense their surroundings, and channel it through objects to turn them into deadly weapons.

Ripple can be channeled most effectively through cloth and liquids - which means a Hamon user can walk on water, or shoot out into a powerful geyser.

It's not without it's drawbacks, Hamon users have to be able to breathe clearly and deeply in order to use the ripple power - so exhaustion or attacks that interrupt the target's ability to breathe clearly will dramatically reduce the user's power.

Clackers: Clackers are for the most part an ordinary toy consisting of two balls attached by a length of string. Joseph has decided to turn them into deadly weapons, not unlike a nunchaku in practice - this including the fact he has a tendency to smack himself with the clackers if he's not paying attention. He uses their toy-like appearance to lower his opponent's guard.

Tactics: Joseph will not hesitate to fight dirty. He'll lay traps, feign cowardice, bluff and use diversionary tactics to keep his foes off guard - and unlike most heroes, he is willing to call a foe's bluff. He will walk into a fight with a plan in mind, but he's fully capable of improvising if the situation changes. He will play within the set rules of a duel, but will creatively bend the rules to his advantage without breaking them unless he's being watched or he really respects his opponent.

However, he will not involve innocent bystanders, or use needlessly cruel tricks. He will respect honorable opponents, and become enraged if someone takes advantage of their nature - notably becoming furious at Kars not only for ambushing Lisa Lisa but that he called Wham/Wamuu's honor something 'ridiculous'.

His best tactic is his mind games: He has a good ability to quickly assess his opponent's personality, and adjust his tactics to fit - most notably by predicting their next lines to convince them that he's reading their mind to psyche them out, or playing the idiot to make them think he's not very dangerous. Joseph however can be outplayed in psychological warfare, as he's not used to enemies pulling the same mind games on him.
